Ms. Church is the Founder and Managing Attorney of The Law Office of Tomeka G. Church, LLC, where she practices civil litigation involving employment law, civil rights, medical malpractice, commercial disputes, real estate litigation, negligence, and personal injury. She has successfully represented clients in state and federal courts throughout Maryland, guiding matters from initial case assessment through mediation, arbitration, trial, and appeal. Her ability to combine strategic legal analysis with persuasive advocacy has consistently produced favorable outcomes for her clients.
Her successful legal practice consists of numerous landmark and high-profile matters. She served as co-counsel alongside the American Civil Liberties Union (ACLU) and other firms in the nationally recognized Anton Black v. Webster, et al. civil rights litigation, which resulted in significant police reforms and a $5 million settlement. Ms. Church also helped secure a $4 million settlement in a wrongful death civil rights action in Baltimore County, MD. In the early stages of her legal career, Ms. Church was a member of the trial team that secured a historic $150 million jury verdict against Exxon Mobil on behalf of more than eighty Baltimore County families whose properties were damaged by groundwater contamination resulting from a leaking underground gasoline pipeline. While practicing with respected Maryland litigation firms she dedicated nine (9) years of her career representing individual clients in medical malpractice and catastrophic injury cases, and subsequently two (2) years defending hospitals and healthcare providers.

In addition to her private practice, Ms. Church currently serves as In-House Counsel for an innovative company specializing in scientific research and technology commercialization, where she is a trusted legal advisor to executive leadership. She provides strategic counsel on government contracting, commercial transactions, regulatory compliance, and risk management. She routinely drafts, negotiates, and advises on government contracts and subcontracts, teaming agreements, memoranda of understanding, and other sophisticated commercial agreements that support the company's strategic objectives. She also oversees the company's litigation strategy, managing disputes from pre-litigation risk assessment through resolution while protecting the organization's legal and business interests.
PUBLIC SERVICE:
Before entering the corporate sector, Ms. Church served as an Assistant Attorney General for the State of Maryland, representing public colleges and universities in complex employment and tort litigation. She defended those entities in the United States District Court for the District of Maryland in cases involving Title VII, ADA, FMLA, ADEA, negligence and constitutional claims while advising institutional leadership on employment practices, regulatory compliance, and litigation risk. During her tenure, she successfully argued dispositive motions in court and secured numerous defense verdicts. She also served as an Assistant Public Defender in Baltimore City, where she developed the trial advocacy skills that continue to distinguish her practice today.
